Fekitamoeloa Katoa ‘Utoikamanu, born in December 1959, is a Tongan civil servant, diplomat, and former Cabinet Minister. She served as Tonga’s permanent ambassador to the United Nations from 2005 to 2009, and later as the United Nations High Representative for the Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States from 2017 to 2021. From 2021 to 2024, she held the position of Minister of Foreign Affairs.

‘Utoikamanu graduated from the University of Auckland, earning her Bachelor of Commerce in Economics degree in 1980 and her Master of Commerce in Economics in 1983. She worked in Tonga’s Ministry of Foreign Affairs, serving as Deputy Secretary of Foreign Affairs from 1991 to 2002, and as Secretary of Foreign Affairs from 2002 to 2005. She was appointed Tonga’s Permanent Representative to the United Nations on February 15, 2015, holding the position until April 2009.

During her tenure at the United Nations, ‘Utoikamanu advocated for addressing climate change. Following her diplomatic service, she held various roles, including Deputy Director General of the Secretariat of the Pacific Community and Chief Executive of Tonga’s Ministry of Tourism. In April 2017, she was appointed United Nations High Representative, a position she held until April 2021.

‘Utoikamanu joined the Cabinet of Siaosi Sovaleni on December 28, 2021, serving as Minister of Foreign Affairs and Minister of Tourism. However, on February 2, 2024, her appointment was purportedly revoked by the king, along with Prime Minister Sovaleni’s position as armed forces minister, leading to her resignation from her cabinet portfolios on March 28, 2024.
